Who We Are

School Fund, Texas is a specialized service within Hahn, Texas to assist Texas school districts with crafting the critical communications strategy necessary, and executing winning campaigns for tax ratification elections (TRE) and bond elections. Our team of experts combines decades of public education, professional communications and political experience. Laura works to establish and maintain open and effective communications between her clients and their publics through media relations, community outreach, public affairs, social media and marketing. She has represented clients in education, real estate, community development, arts, health care and government sectors. Working with the Austin Independent School District, Laura leads a team managing communications and outreach for the 2004 and 2008 Bond Programs – together totaling more than $860 million in bond funding.

Her additional experiences include media relations and marketing for Lone Star Circle of Care, comprehensive communications efforts for Mueller, the redevelopment of Austin’s former airport into a mixed-use community, communications support for the opening of the Long Center for the Performing Arts, media relations efforts for the McNay Art Museum in San Antonio and coordination for H-E-B’s yearlong Centennial Celebration. She currently serves as President of the Public Relations Society of America Austin Chapter. Laura joined Hahn, Texas in 2005 after graduating from The University of Texas at Austin with a Bachelor of Science in Public Relations.

Andy Welch retired in June 2011 as Communication Director for the Austin Independent School District, where his messaging and communication strategies helped pass three bond issues and one Tax Ratification Election. He previously worked as a reporter at the State Capitol, and as a Communication Officer for both the Texas Department of Agriculture and the State Comptroller of Public Accounts.

David C. Duty, Ph.D., has over 34 years of experience as an educational professional. During this time he has worked for the Austin Independent School District and the Texas Association of School Boards. His areas of expertise include policy development, Texas school law and finance as well as government.

Doyle Valdez

Doyle Valdez has 12 years of experience as an educational professional. In 1998, Valdez was elected Vice President of the Austin Independent School District Board of Trustees. After serving four years as Vice President, he was elected President in 2002. Serving as President of the Austin ISD Board of Trustees from 2002 to May 2006, he helped evaluate, establish, and institute public education policy while serving as the media and community spokesperson. Valdez currently serves on the Advisory Board for the Ann Richards School for Young Women, a new college preparatory public school focused on educating future women leaders. He is the president and owner of Valco Resource Management, Inc., a natural gas consulting firm that has been in business for 24 years. In 2006, the Doyle Valdez Social Justice Award was established by The University of Texas at Austin in his name to recognize and honor an outstanding individual who works everyday to implement the principles of social justice for the good of all.
